Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from various governments. Immense energy is allocated on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability enabled by current data. From observation points, military aircraft that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Soon after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, undoubtedly, persist.
Political Considerations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until conditions improve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a just a single week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
